Council reviews revised Lupe Development housing proposal for American Legion site; no approvals

At a January 13, 2026 work session in the Bartholomew Room, Mayor Supple and the City Council, with HRA participation, received a presentation from Lupe Development on a revised housing proposal for the American Legion site at 6501 Portland Avenue. The development team described design revisions, sustainability features, infrastructure and grading challenges, and a proposed affordability mix (80% of units at or below 60% AMI). Council and HRA provided initial feedback—acknowledging design improvements but raising concerns about building step‑backs, reduced parking ratios, EV charging, sewer capacity and site grading—and requested further staff review, neighborhood engagement assistance, and more specificity on affordability and financing before any funding support or approvals.
