Charter Review Committee approves prior minutes; tables high-value project amendment and sets consensus on DA limits
At the April 20, 2026 Prescott Charter Review Committee meeting Chair Bonnie McMinn presided. Members approved the April 6, 2026 minutes (5-0). The Committee tabled action on a proposed amendment to Article VI, Section 17 (Approval of High Value Capital Projects Exceeding $15 Million) while reaching consensus on several drafting points (30-day public comment period; use 'public meeting' not 'public hearing'; supermajority = 3/4 of Council; staff to provide emergency-provision options; include CPI adjustment). On restrictions for Development Agreements the Committee reached consensus to limit maximum terms to 10 years, prohibit renewals/extensions longer than 5 years, and revise provision E to 25% to align with the Land Development Code. Future agenda items identified include returning the DA item, City Court revisions, and consideration of 'public hearing' vs 'public meeting' language. The meeting adjourned at 4:49 p.m.
