Council approves CDBG CAPER submission, insurance program, economic development bond actions, and multiple contracts; adopts amended Blue Mass resolution

The Overland Park Mayor and Council (March 23, 2026) approved the City’s FFY2025 CDBG CAPER submission (Resolution No. 5096); reappointed Michael Calvillo to the Legacy of Greenery Committee; approved the 2026–2027 property and liability insurance program; authorized several capital and service contracts including HVAC, WiFi 7, and a pump station bid; amended and approved a City-sponsored event resolution for “Blue Mass” limited to 2026; and authorized actions to redeem and convey the Stone Manor EDRB project. Council received a Committee-of-the-Whole report on World Cup preparations covering public safety, administrative readiness, and transportation/mobility.
