Port actions and appeal decisions

The Trade, Travel and Tourism Committee (Councilmembers Traci Park, Tim McOsker, Monica Rodriguez) met on September 9, 2025 and took three votes (all 3-0). The Committee denied a CEQA appeal filed by UNITE HERE Local 11 against the Port of Los Angeles' certification of the Final Subsequent EIR for the West Harbor Modification Project. The Committee also approved Board of Harbor Commissioners reports: a retroactive five-year compensation reset and transfer for Permit No. 919, and a second amendment to Agreement No. 22-9911 with Nossaman, LLP to extend the term three years and increase compensation; items 2 and 3 noted fiscal impacts and were treated as administrative CEQA exemptions.
