Council approves terms for major downtown 'Lockside' redevelopment; unanimous passage of multiple resolutions, permits, and appointments
The De Pere Common Council met on May 5, 2026. Council unanimously approved consent agenda items (including April 21 minutes and several extraterritorial certified survey maps), mayoral appointments to the Youth Commission and other boards/commissions, a $2,500 donation to the Recreation Scholarship Fund, and special-permit alcohol licenses for three Definitely De Pere events. The Council approved proposed development agreement terms with New Land Enterprises LLC for the ~200-unit “Lockside” project in TID No. 18, discussed related impacts (parking, traffic, building height, stormwater, brownfield remediation, public art, public plaza, and emergency access), and adopted multiple resolutions including a development agreement with Ninth Street Development LLC, a lease amendment with Brown County Ice Management, a street name change to Generations Boulevard, and a parking-lease MOU. Public comments raised concerns about sidewalks to Voyageur Park, downtown traffic, building height, and emergency access.
